PURPOSE
A Resolution Approving the Master Plan for the renovation of the Brighton Japanese American Association Park.

BACKGROUND

The Brighton Japanese American Association Park was constructed in the mid 1960’s.  The Park was originally constructed by the Brighton Japanese American Association to provide baseball fields for youth sports.  The Park was dedicated to the City in 1973.  2018 will be the 45th anniversary for the construction of the Park.  The City has not made any major renovation to the Park in the past 20 years.  The irrigation system and the playground are in need of replacement.  The Japanese garden is in poor condition and many of the trees are at the end of their life.  The City uses the Park for youth sports leagues and there is a need to expand the parking lot.

Staff has held two public meeting to solicit input from the citizenry regarding the proposed master plan for the Park.  There was also a meeting held with the Brighton Japanese America Association to solicit their input into the Master Plan.  The Master Plan was presented to the Parks and Recreation Advisory Board on August 2, 2017.  The PRAB recommended the proposed Master Plan to the City Council for approval by a vote of 7 to 1.

Attached is the copy of the proposed Master Plan, which will include a loop trail, a second shelter, a new playground, a new Japanese Garden, two Entrance Toriis, improvements to the baseball field, and improvements to the Restroom.  The cost estimate for implementation of the proposed Master Plan is $1,200,350.  With the approval of the pending ADCO grant the final construction bid documents will be completed this fall.  Bids will be presented in January of 2018 for City Council consideration and the project is targeted for completion during 2018.

FINANCIAL IMPACT

The City has applied for an Adams County Open Space Grant in the amount of $660,000 to fund the Project.  There is $540,350.00 in the proposed 2018 Recreation Capital improvement Budget.
