PURPOSE:

To ratify the Annual Utility Rates and Fees as previously amended by Ordinance. To further modify any fees not specifically requiring code modification, in conjunction with the Utilities Cash Flow Model, to meet 2018 Utilities revenue requirements.

BACKGROUND/HISTORY:

Willdan Financial Services and the Utilities Department staff has completed a rate study analysis on the City's utility rates and fees. The analysis included a thorough review of current and future operational and capital expenditures required to operate City utilities in a conscientious and sustainable manner over the next 30 years.

Water, Wastewater and Stormwater rates and associated impact fees (PIFS) were discussed and modified by Ordinance. Certain fees associated with the three funds are not specifically identified in Code, and are intended to be set by Resolution. The proposed Annual Fee Resolution for 2018, does not include any changes to the fees from 2017 beyond those rates and PIFs which were just modified by two readings of Ordinance. Therefore, this Resolution is proposed just to restate ALL user rates and fees for all aspects of water, wastewater and stormwater funds in a single cohesive location.

FINANCIAL IMPACT

Approval of this Resolution does not affect the rate and fee structures, as all have already been set by two readings of Ordinance. There is no new financial impact.

STAFF RECOMMENDATION

There are no new rates or fees being modified herein. Staff recommends approval of the Resolution to restate all fees as existed in 2017, and to restate rates and PIFS recently modified by Ordinance.
