PURPOSE
To request additional services be included in the existing contract for design services of N 45th Avenue between Bridge Street and Longspeak Street.

BACKGROUND

Through a competitive bid process, J3 Engineering was awarded the contract to provide design services for the east one-half of N 45th Avenue from Bridge Street to Longspeak Street, adjacent to the existing west half of N 45th Avenue, in July 2017.  Since the commencement of the project, additional need for further extension of N. 45th Avenue was identified, as well as input from the public and City Council to include Longspeak Street.  These proposed additional services focus on the extending N 45th Avenue to connect to Longspeak Street, parking lot improvements associated with the Donelson Park, and also widening of Longspeak Street between N 45th Avenue and N 50th Avenue, including all design work necessary to prepare construction documents and estimates for formal bid by the City of Brighton. 

Change Order No. 1 would modify the Project scope to include the segment between the existing N 45th Avenue and Longspeak Streets, on the southeast side of Donelson Park.  This section of roadway would provide access to the proposed parking lot serving Donelson Park. 

Change Order No. 2 would modify the project scope to include the design of the south one-half of Longspeak Street, adjacent to the existing north one- half, between N 45th Avenue and N 50th Avenue.

The design of the roadways will encompass the adopted Master Transportation Plan recommendations for infrastructure improvements and multi-modal connectivity, including driving lanes and bike lanes. A map showing the location of the original award, and the two requested change orders is attached.

FINANCIAL IMPACT

The current contract with JR Engineering totals $123,091.00; the proposed additions to the scope of the Project would increase the contract by $60,589.00 for Change Order No. 1 for a total contract amount of $183,680.00.  Change Order No. 2 is in the amount of $122,661.00; awarding both Change Order No. 1 and Change Order No. 2 would create a total contract amount of $306,341.00. 

There is sufficient funding within the Project’s 2017 adopted budget for the additional services; supplemental funding is not being requested for this modification. 

STAFF RECOMMENDATION

Staff recommends approval of both change order requests.  Combining design of adjacent roadway segments capitalizes efficiency; the additions will also address the needs of the parking lot, and comply with the citizen input to include Longspeak Street.  Staff would not recommend approval of Change Order No. 2 without Change Order No. 1.

OPTIONS FOR COUNCIL CONSIDERATION

1.                     Approve resolution for Change Orders No. 1 and No. 2 as requested.

2.                     Approve only Change Order No. 1.

3.                     Request additional information for consideration.

4.                     Deny the request for additional services.
