PURPOSE.

Review of Downtown Plaza Park Master Plan

BACKGROUND

In 2016, the City purchased the vacant building and property located at 5-8 South Main Street.  The property is approximately 1/3 of an acre.  The property was purchased with the intention to be turned into a Downtown Plaza Park.  In 2017, the Parks and Recreation staff completed the Master Plan for the Downtown Plaza Park.  The Master Plan process included two public meetings with the neighbors and business owners downtown.  The Final Master Plan contemplated the construction of the plaza in three phases.  Phase I includes preserving the north wall of the Wells Fargo building for use as a mural wall, as well as concrete walks, trellis shade shelters, a public seating area, planter beds for trees, shrubs and flowers and a space for food venders.  There are planters along Bridge Street, Main Street, and 1st Ave. to prohibit pedestrians from direct access to the street from the park.  Access will be directed to the main corners of the Plaza. There is a proposal to make 1st Ave. a one way street heading south from Bridge Street.  This proposal will require additional study and funding.  The final master plan document is attached. 

The City has applied to Adams County Open Space for a Grant to assist in the construction of Phase I of the plaza.  The cost of Phase I is estimated at $1,038,200.  Funding of the grant will be known in May of 2018.

Phase II will include the public restroom, performance area, paving and landscaping. The estimated cost of Phase II is $629,080.

Phase III will include a splash pad, ice skating rink, paving, landscaping and fencing.  The estimated cost for phase III is $638,770.

The detailed cost estimate is attached.  Additional grant funding will be identified for funding of future phases of the project.

The City has the resources to maintain Phase I of the Downtown Plaza Park.  The construction of future phases will require the identification of a funding source for additional maintenance personnel.
