BACKGROUND

Over the years, the City Council has conducted the interviews of candidates for the City’s various boards, commissions and authorities. Recognizing the time commitment that is presented for the City Council and also the acknowledgment by Councilmembers that the membership of each board, commission, and authority should be better versed in determining what characteristics and abilities are important to the successful work of the board, commission and authority, the City Manager recommended that the option of allowing certain boards, commissions and authorities to conduct their own applicant interviews be presented to the City Council for discussion and direction. The matter was discussed at the February 27th Study Session and the City Council authorized a revision to the City Council Policy Regarding the Interview and Appointment Procedures for City Board, Commission and Authority Members to allow for the change in the interview process and any necessary amendment to the Municipal Code to address the changed policy.

The new Policy confirms that the City Council remains responsible for appointing members to all of the various Boards, Commissions and Authorities, but cedes the interview responsibility for the Brighton Housing Authority, Historic Preservation Commission, Lodging Tax Advisory Committee, Parks and Recreation Advisory Board, Brighton Urban Renewal Authority and Youth Commission to those members, who will ultimately make recommendations to the City Council for such appointments. The City Council will still conduct interviews for applicants to the Planning Commission/Board of Adjustment and Board of Appeals.

These changes necessitated two minor revisions to the Municipal Code that removed from the Parks and Recreation Advisory Board and Planning Commission provisions the requirement that Councilmembers recommend applicants from their wards.

For City Council consideration is the first reading of an ordinance, amending Sections 2-32-40(2) and 2-36-30(2) of the Municipal Code to address the revisions to the Parks and Recreation Advisory Board and Planning Commission provisions.

The amended City Council Policy Regarding the Interview and Appointment Procedures for City Board, Commission and Authority Members is attached for City Council information; the resolution approving the amended Policy will be on the April 3, 2018 Agenda to coincide with the second reading of the Code amendment ordinance.
