PURPOSE
A Resolution of the City Council approving the City of Brighton Strategic Plan for 2018 - 2019.
BACKGROUND
Beginning in late 2017 and continuing into 2018, the City Council has been engaged in a process to create a Strategic Plan for the City. This process is critical to the success of the City of Brighton in order to ensure that adequate resources and funding are provided for those items which are the highest priority to the City Council. This process started with the City Council identifying policy level priorities towards the end of 2017 and into the beginning of 2018. Subsequently, the City Council attended a two day strategic planning retreat on March 23rd and 24th, 2018 to refine their vision of Brighton for the future. The process was facilitated by Dr. John Nalbandian of the University of Kansas School of Public Affairs and Julia Novak of the Novak Consulting Group.
At the conclusion of the strategic planning retreat, the City Council developed the framework for the Strategic Plan. Over the last several weeks, staff have facilitated conversations with the City Council to further refine the Strategic Plan focus areas. The resulting Strategic Plan contains eight focus areas. The eight focus areas include:
• Facilities, Amenities, and Open Space
• Strong Local Employment Opportunities
• Innovative, Data-Driven, Results-Focused City Government
• Safe, Active, and Engaged Community
• Financially Sustainable
• Supportive, Sustainable Infrastructure
• Strong Regional Relationships and Partnerships
• Recognizable and Well-Planned Community
Once adopted, the City Council and staff will match up resources to the priorities that have been identified as fitting into one or more focus area(s). This process establishes the framework whereby City Council and Staff will be able to ensure that activities, projects and other initiatives are aligned with this Strategic Plan. By adopting this Strategic Plan, City Council and Staff can expect to see greater efficiencies and utilization of Staff resources and funding, in addition to greater clarity provided to the general public on the ongoing and future activities of the City.
This Strategic Plan will be the foundation upon which the 2019 budget will be built. Each year, the City Council will have an opportunity to re-evaluate the progress made under each focus area and make adjustments as necessary.

STAFF RECOMMENDATION
Adopt a resolution approving the City of Brighton Strategic Plan for 2018-2019.
OPTIONS FOR COUNCIL CONSIDERATION
1. City Council could choose not to adopt the City of Brighton Strategic Plan for 2018-2019. Adopting the Strategic Plan by resolution gives visibility and credibility to the elements contained within the Strategic Plan.
