A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, ACTING BY AND THROUGH ITS WATER ACTIVITY ENTERPRISE, ACCEPTING THE PROPOSAL OF MARTIN/MARTIN AND AWARDING THE CONTRACT FOR THE RO CONCENTRATE RESOLUTION PROJECT TO MARTIN/MARTIN CONSULTING ENGINEERS IN AN AMOUNT NOT TO EXCEED ONE HUNDRED SEVENTY-FOUR THOUSAND ONE HUNDRED EIGHTY-FIVE DOLLARS ($174,185.00) AND AUTHORIZING THE MAYOR TO SIGN THE CONTRACT ON BEHALF OF THE CITY AND THE CITY CLERK TO ATTEST THERETO.

 

PURPOSE

To request City Council approval of a formal solicitation for the RO Concentrate Resolution Project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”

BACKGROUND/HISTORY

The RO Concentrate Resolution Project is an analysis and preliminary design project with a goal to identify a solution to Brighton’s RO concentrate treatment issue and perform all pre-engineering required to begin formal design of this solution. Brighton’s RO concentrate treatment issue is a result of how the City makes its drinking water. One of Brighton’s primary water treatment technologies is reverse osmosis (RO). Brighton’s RO membranes take in well water and return two outputs: a stream of highly purified water and a stream of by-product water that contains most of the contaminants from the well water. This by-product water containing concentrated contaminants is known interchangeably as RO concentrate or brine.

                     

Currently, the RO concentrate is piped to the South Platte River and simply empties into the river. Because the concentrate has high levels of contaminants that may be detrimental to the environment, the Colorado Department of Public Health and Environment (CDPHE) has mandated that Brighton treat the RO concentrate to decrease certain contaminants below specified levels.

                     

To meet these contaminant limits, the City has commissioned multiple studies and analyses to discover the optimal solution to treating the RO concentrate. Most recently, the City received the final draft of an alternatives analysis report that identified the top few options for concentrate treatment. The RO Concentrate Resolution Project will build off of this alternatives analysis and deliver to the City a confirmed solution on how to undertake RO concentrate treatment. Once a finalized treatment solution has been discovered, the consultant will continue with pre-engineering to determine the conceptual-level details of the proposed solution. These components of work will culminate in the central goal of the RO Concentrate Resolution Project: to accomplish all progress necessary to begin formal design of the solution for RO concentrate treatment.

The proposal review committee believes that the detail of the analyses presented by Martin/Martin and the additional water treatment expertise that they bring by teaming with HDR Consultants, will provide the best value and the most comprehensive recommendation for the ultimate brine treatment resolution.

FINANCIAL IMPACT

Sufficient funding was approved in the 2018 Water Activity Enterprise Fund for the RO Concentrate Resolution Project. The bid from Martin/Martin Consulting Engineers is within the budgeted amount.

 

STAFF RECOMMENDATION

In completing the review and evaluation of this bid, the recommendation of City Staff is to award to the most responsive and responsible bid of Martin/Martin Consulting Engineers in the amount of a total not to exceed One Hundred Seventy-four Thousand One Hundred Eighty-five Dollars ($174,185.00).
