PURPOSE

Requesting City Council approval of a formal solicitation for the I-76 and Bromley Lane Roundabout Improvements to the most responsive and responsible proposer, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”

BACKGROUND

I-76 and Bromley Roundabout Improvements are to improve the capacity of the intersection due to level of service degradation over the history of the intersection. Improvements consist of adding an additional lane and increasing the level of service and capacity of the intersection. Work includes working with Colorado Department of Transportation (CDOT) and obtaining permits to make improvements within the CDOT right-of-way.

Formal bids were received on May 17, 2018 at 2:00 PM.

All bids received were opened and read into the record by Procurement & Contracts at a public bid opening.  The seven (7) firms submitting bids are:

                                                                                    Jalisco International, Inc.

                                                                                    KECI Colorado, Inc.

FINANCIAL IMPACT

Sufficient funding was approved in the 2018 budget for the I-76 and Bromley Lane Roundabout Improvements.  The bid from Jalisco International, Inc. is within the budgeted amount.

STAFF RECOMMENDATION

The Finance Department, in working with the Public Works Department and completing the review and evaluation of this bid, the recommendation is to award to the lowest most responsive and responsible bid to perform the required services of Jalisco International, Inc., in the amount of a total not to exceed Nine Hundred Ninety Nine Thousand Six Hundred Thirty Two Dollars and Ninety Six cents ($999,632.96). 

Jalisco International, Inc. is in good standing with the State of Colorado.
