PURPOSE
Requesting City Council approval of a formal solicitation for the Roof Replacement Services at Main Street Creatives and Wastewater Treatment Plant Building Projects to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND
The roofs located at the Main Street Creatives and Wastewater Treatment Plant buildings have exceeded their life expectancy, are costly to repair and lack adequate insulation value. The existing roof on the Main Street Creatives building was installed in 1987 and the existing roof on the Wastewater treatment administration building was installed in 1985.
Both repairs were approved by City Council as part of amendment #4 to the Energy Performance Contract on August 25th, 2017
Six (6) formal bids were received by the following contractors on May 18, 2018 at 11:00 AM.

> Colorado Commercial Roofing, Inc.
> Douglass Colony Group, Inc.
> City Wide Roofing & Exteriors, Inc.
> Alpine Roofing Company, Inc.
> North West Roofing
The bids received were opened and read into the record by Procurement & Contracts at a public bid opening.
Reference checks were conducted on North West Roofing the lowest most responsive and responsible bidder with favorable responses.
