PURPOSE
A Resolution authorizing the City of Brighton to submit to Adams County Open Space an Active Grant Application requesting grant funding in the amount not to exceed $420,425.00 for the “Colorado Park Enhancement Project”; and to authorize the City Manager to sign the grant application.

BACKGROUND
Colorado Park is one of the oldest parks within Brighton. The playground is at the end of its life expectancy and has some safety concerns. The basketball court needs to be demolished and a new court built due to aging and safety concerns. The light poles and lights at the tennis court need to be replaced due to age, rusting, and repairs that are needed. Colorado Park has no off-street parking, which is needed for park users and youth sports teams that practice at the park. The park does not connect by trail to the Colorado Front Range Trail that is immediately west of the park. Also, a park information sign is needed for this park. For these reasons, the Parks and Recreation Department needs to have design and construction drawings developed and the above concerns addressed. The Department is applying for an Adams County Open Space Active Grant Application for the enhancements that need to occur in Colorado Park.
The total cost for the “Colorado Park Enhancement Project” is estimated at $764,425.00. This Adams County Grant Application project is the combination of both this grant request and City’s matching funds. This Adams County Open Space Active Grant Application funding request of $420,425.00 (55% of total) will match to the City’s cash match of $334,500.00 (44% of total) and a United Power cash match of $9,500.00 (1% of total). The 2019 Parks and Recreation Capital budget will propose funds to be allocated to construct improvements to Colorado Park.
In order to receive the Adams County Open Space Active Grant monies, the attached Resolution must be approved by City Council so that the City can submit this Grant Application. The Resolution authorizes the City to apply for Adams County Open Space Grant funding through the Active Grant Application, and authorizes the City Manager to sign the Grant Application. The City Attorney has reviewed the Resolution.
FINANCIAL IMPACT
Awarded Adams County Open Space Active Grant Application funds of $420,425.00 will be used for the “Colorado Park Enhancement Project”. United Power will provide a cash match of $9,500.00. The City will propose to budget a match of $334,500.00 in the 2019 Recreation Capital Budget. The total project is $764,425.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing Staff to submit an Adams County Open Space Active Grant Application requesting grant funding in an amount not to exceed $420,425.00 for the “Colorado Park Enhancement Project”; and authorizing the City Manager to sign the Grant Application.
