PURPOSE
A Resolution authorizing the City of Brighton to submit to Adams County Open Space a Passive Grant Application requesting grant funding in the amount not to exceed $70,000.00 for the “Brighton Parks, Recreation, Trails, and Open Space Master Plan” project; and to authorize the City Manager to sign the grant application.

BACKGROUND
Presently, the City of Brighton Parks and Recreation Department has four documents that make up the Master Plans that the Department follows. The Brighton Parks and Recreation Master Plan was competed and approved by City Council in October 1999. The Brighton Parks and Recreation Master Plan Update was completed and approved by City Council in February 2008. The Brighton Greenways and Trails Master Plan was completed and approved by City Council in July 2004. The Brighton Open Space Plan was completed and approved by City Council in August 2001.
The documents are 10 to 19 years old, and the oldest Master Plan will be over 20 years old once the proposed new Master Plan is completed. Since, 1999 Brighton has more than doubled in population and square miles in size. Much of the content in each of the Master Plans has already been accomplished, or needs to be updated due to the community’s growth.
Brighton is at a point of needing a new Master Plan for each of the above listed plans. The Parks and Recreation Department has determined that all of the previous Master Plans need to be combined into one document for better ease of referencing to material within the plans. Once the individual plans are combined into the one Master Plan, then the document will be easier to read.
The City will involve the Brighton residents in the Master Planning process. The Master Plan for Brighton will give the City direction on how the Parks, Recreation, Trails and Open Space will develop in the future. The City would like to complete the Master Plan in late 2019.
The total cost for the “Brighton Parks, Recreation, Trails, and Open Space Master Plan” is estimated at $170,000.00. This Adams County Grant Application project is the combination of both this grant request and City’s matching funds. (Note: This Master Plan for the City is considered by Adams County Open Space Grant staff to be a Passive Grant Application, since the Master Plan will not include any construction drawings.) This Adams County Open Space Passive Grant Application funding request of $70,000.00 (41.2% of total) will match to the City’s cash match of $100,000.00 (58.6% of total). The City will budget this cash match in the 2019 Recreation Capital Fund.
In order to receive the Adams County Open Space Passive Grant monies, the attached Resolution must be approved by City Council so that the City can submit this Grant Application. The Resolution authorizes the City to apply for Adams County Open Space Grant funding through the Passive Grant Application, and authorizes the City Manager to sign the Grant Application. The City Attorney has reviewed the Resolution.
FINANCIAL IMPACT
Awarded Adams County Open Space Passive Grant Application funds of $70,000.00 will be used for the “Brighton Parks, Recreation, Trails, and Open Space Master Plan” project. The City will budget a match of $100,000.00 in the 2019 Recreation Capital Budget. The total project is $170,000.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing the City of Brighton to submit to Adams County Open Space a Passive Grant Application requesting grant funding in the amount not to exceed $70,000.00 for the “Brighton Parks, Recreation, Trails, and Open Space Master Plan” project; and to authorize the City Manager to sign the grant application.
