A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, ACTING BY AND THROUGH ITS WATER ACTIVITY ENTERPRISE, ACCEPTING THE BID OF STEELOCK GENERAL FENCE CONTRACTOR AND AWARDING THE CONTRACT FOR THE UTILITIES INFRASTRUCTURE FENCING PROJECT TO STEELOCK GENERAL FENCE CONTRACTOR IN AN AMOUNT NOT TO EXCEED SEVEN HUNDRED NINETY-FOUR THOUSAND, SIX HUNDRED DOLLARS ($794,600.00) AND AUTHORIZING THE MAYOR TO SIGN THE CONTRACT ON BEHALF OF THE CITY AND THE CITY CLERK TO ATTEST THERETO.

 

PURPOSE

To request City Council approval of a formal solicitation for the Utilities Infrastructure Fencing Project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.” 

BACKGROUND/HISTORY

The Utilities Infrastructure Fencing Project is intended to enhance the security at sites that contain critical city infrastructure. Due to recent incidents of theft and vandalism, security at these sites has become even more urgent. Security fencing is proposed to be installed at 4 sites at this time. Those sites are the South Tank Site, the RO and Green Sands Water Treatment Facility, the Ken Mitchell Storage Complex, and the Midland Diversion Structure.  These comprise a total of well over one mile (6,215 feet) of security fencing with a concrete mow strip.

 

The is the style of fencing specifically recommended by AWWA and ASCE, as well as the Department of Homeland Security, for the safety of water treatment and storage facilities.

FINANCIAL IMPACT

Sufficient funding was approved in the 2018 Water Activity Enterprise Fund for the Utilities Infrastructure Fencing Project. The bid from Steelock General Fence Contractor is within the budgeted amount.

 

STAFF RECOMMENDATION

In completing the review and evaluation of this bid, the recommendation of City Staff is to award to the most responsive and responsible bid of Steelock General Fence Contractor in the total amount not-to-exceed Seven Hundred Ninety-Four Thousand, Six Hundred Dollars ($794,600.00).
