PURPOSE

 

To inform Council of an Edward Byrne Memorial Justice Assistance Grant award for the purchase of software. 

 

STRATEGIC FOCUS AREA

BACKGROUND

 

In September 2017 the Brighton Police Department applied for grant funding for the purchase of Use-of-Force reporting software.  The purpose of this software is to update record keeping related to reporting when officers are required to use force to effect an arrest.  The agency currently uses a paper form for recording.  This method does not allow for easy access to individual reports nor does it provide an early warning system for potential problems.

 

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

 

The purchase of such software will provide the Brighton Police Department with a searchable database.  In addition the software will provide agency administration with the ability to actively track use of force incidents and ward off or correct potential problems.  This grant funding will cover the purchase of the software.

 

FINANCIAL IMPACT

 

The grant award is $12,000.  This will assist with the base purchase of the software as well as installation and implementation.

 

STAFF RECOMMENDATION

 

In the interest of transparency and to better serve the citizens of the City of Brighton staff recommends a resolution granting acceptance of these grant funds for the purchase of this software.

 

 

OPTIONS FOR COUNCIL CONSIDERATION

 

Approve - This will allow for the purchase of the software.

 

Decline - Continue with the current method of recording and tracking use of force.
