PURPOSE
To request City Council approval of a formal solicitation for the 50 North Main Flooding Mitigation and Chase Drain Replacement project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “…All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”

BACKGROUND

The City has previously installed two trench drains at each run on either side of an alley near 50 North Main St. These trench drains were installed directly adjacent to the foundations of the buildings next to the alley. Over time, water in the trench drains began to leak through the building foundations into the buildings themselves, creating a flooding issue and potential liability to the City. As a separate issue, there are 7 chase drains that run at different points along Main St. that have historically drained poorly. The 50 North Main Flooding Mitigation and Chase Drain Replacement project is designed to solve these problems.

The first task of the 50 North Main Flooding Mitigation and Chase Drain Replacement project is to replace the trench drains in the alley near 50 North Main St. The new trench drains will be a similar size as the existing drains but will be located away from the building foundations to resolve the flooding issue. The second task will be the replacement of the existing chase drains that run along Main St. with new chase drains designed to carry water more effectively, which should improve drainage along Main St. in the downtown area. Both the trench drains and the chase drains will be installed with a grate on top that is designed for easy removal for maintenance. These grates will make it easy for accumulated debris to be removed from the drains, which will allow these drains to perform well for years after their installation.

FINANCIAL IMPACT

Sufficient funding was approved in the 2018 Water Activity Enterprise Stormwater Fund for the 50 North Main Flooding Mitigation and Chase Drain Replacement. The bid from Site Work Solutions is within the budgeted amount.

 

STAFF RECOMMENDATION

In completing the review and evaluation of this bid, the recommendation of City Staff is to award the most responsive and responsible bid of Site Work Solutions in the total amount not-to-exceed One Hundred Forty-Five Thousand, One Hundred Thirty-Eight Dollars and Eighty-One Cents ($145,138.81).

The project was bid as two alternate tasks for trench drain work primarily and chase drain work separately, which means that the City Council may approve the trench drain task for $83,972.85 and not approve the chase drain task. However, City Staff is convinced that $61,165.96 is a fair and competitive price for the chase drain removal and replacement, and therefore recommends that the full project be funded at $145,138.81
