PURPOSE
Requesting City Council approval of a resolution authorizing the execution of a contract with Bluescope Construction for the Design & Construction of a Truck Storage Facility at the Wastewater Treatment Plant. The formal bid process has been satisfied with the award of the National Joint Powers Alliance (NJPA) contract # 021215-BSC going to Bluescope Construction.
BACKGROUND/HISTORY
Over the past couple years, the City of Brighton Utilities Department has acquired additional new equipment to keep up with the maintenance needs of City utility infrastructure. To help store this new equipment a pre-engineered storage facility was selected under NJPA contract #021215-BSC.
This new building will protect City equipment, specifically the 3 vacuum/jet trucks from the elements and allow maintenance of the new equipment to be properly executed, thereby extending the effective life of this equipment. Without a new storage facility, valuable equipment will need to be stored outdoors under the elements. Vac truck/jet truck combos in particular, are unusable in the winter unless stored in a heated facility, and are also highly susceptible to UV deterioration when stored in sunlight for long periods of time.
FINANCIAL IMPACT
Supplemental budget in the amount of $373,000 will be required from the Wastewater Fund balance in order to meet a total appropriated budget amount of $473,000 for this project. The 2018 budget included only $100,000, intended for design of the garage because there was significant question as to whether we could successfully separately procure a design and follow it up with a construction procurement and achieve construction completion in the same budget year. Therefore, construction had not been anticipated to occur until 2019. However, with the discovery of the NJPA nationally-approved procurement for just the kind of garage facility we needed, it is now possible to get it under construction in 2018. The total fee is significantly less than we had anticipated under two separate procurements as well.
STAFF RECOMMENDATION
Staff recommends the approval of the proposed resolution in order to provide for adequate storage facilities for City-owned equipment and vehicles. Staff recognizes that the NJPA exclusive construction contract award satisfies the competitive bid requirements for this contract.
