PURPOSE

Requesting City Council approval of an Ordinance granting a permanent easement to the Metropolitan Wastewater Reclamation District (METRO) over and across the South Platte Interceptor Interconnect between the City of Brighton Wastewater Treatment Plant and the METRO Northern Treatment Plant.

BACKGROUND/HISTORY

In 2009 City Council entered into anIGA with Metro to curtail growth of our WWTP by agreeing to send all future sanitary sewer flow to a new regional Metro Wastewater Reclamation District Northern Treatment Plant.  Additionally, a portion of the existing WWTP flow is to be sent to the new Metro Plant annually over the next 20 years, slowly reducing the amount of sanitary sewer flow treated at the Brighton WWTP.

 

The South Platte Interceptor Interconnect Project connects the City’s current WWTP to the South Platte Interceptor, which then delivers flow to Metro’s Northern Treatment Plant. The Project always contemplated that Metro would own and operate the interconnecting sewer line.  The Project is now complete and the attached easement is the vehicle by which Metro will take ownership and maintain access and control of the pipeline.

FINANCIAL IMPACT

Granting of this easement is without direct financial impact.  There is a value to the Property, but the value was contemplated as part of the overall 2009 IGA in order to reach that agreement.

 

STAFF RECOMMENDATION

Staff recommends the approval of the proposed Ordinance as required by the 2009 IGA and the interconnect with Metro.
