PURPOSE
Requesting City Council approval to "piggyback" on a formal solicitation by the City of Thornton for the purchase of Water Meters, from the most responsive and responsible bidder, and approving the resolution allowing Utilities to purchase the Water Meters. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council." Section 3.08.40 "...Cooperative purchasing shall be implemented when feasible and in the best interest of the City and shall be accepted in lieu of City-generated formal bids".

BACKGROUND
The City of Thornton issued a bid for the purchase of Water Meters on or about October 17, 2017, Project 249-17. On or about November 2, 2017, Thornton awarded Badger Meter Inc. dba National Meter and Automation as one of the most responsive and responsible bidders. Thornton has agreed to allow the City of Brighton to purchase water meters based on their solicitation. The vendor, Badger Meter Inc. dba National Meter and Automation has also agreed to extend the prices given to Thornton to the City of Brighton.
FINANCIAL IMPACT
Sufficient funding was approved in the 2018 budget for the purchase of Water Meters. This purchase will amount to Seventy Seven Thousand One Hundred Seventy Seven Dollars ($77,177.00).
