PURPOSE

 

To request approval of a First Amendment to the Memorandum of Understanding between the City of Brighton and School District 27J for formalization of the joint School Resource Officer Program.

BACKGROUND

 

School Resource Officers (SROs) do more than enforce the law and maintain order. They are counselors and educators while also providing a safe learning environment.  Their presence on the school campus provides additional security and resources for students and school staff.   

 

On August 7th, 2018, Brighton City Council approved a Memorandum of Understanding (MOU) between the City of Brighton and School District 27J for a joint School Resource Officer Program.  The scope of services for the MOU provided for five (5) SROs to be assigned to district schools.

 

Since the approval of the original MOU, School District 27J has requested the addition of another SRO to the program. Adding a sixth SRO requires an amendment to paragraph A of part 1, “Scope of Services,” in the MOU. 

 

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

 

Currently, one of the five existing SROs is assigned coverage of both Vikan and Overland Trail Middle Schools.  The addition of a sixth SRO will allow the Brighton Police Department to provide coverage for:

 

Brighton High School

Prairie View High School

Heritage Academy

Vikan Middle School

Overland Trail Middle School

Prairie View Middle School

FINANCIAL IMPACT

 

As in the original MOU, the salary and benefits for the sixth SRO will be divided equally between the City and District 27J. Currently, the average cost related to each SRO is $102,125/year. Overtime costs will be covered by District 27J. This position is a 2019 budget request.

 

OPTIONS FOR COUNCIL CONSIDERATION

 

Approve - Effective January 8th, 2019, this amendment will allow SRO coverage in each of the aforementioned six district schools. 

 

Decline - The Brighton Police Department will continue to divide coverage for two of the Middle Schools.
