PURPOSE
To request City Council approval of a formal solicitation for the Greensand Filter Effluent Line Repair project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND/HISTORY
This is a design/build project that encompasses the following three components:
• Design and construction solution for the 4 filter effluent lines that are leaking
• Design and construction for air gap modifications and/or backwash tank overflow pipe
• Construction of scaffolding in the Greensand Water Treatment Plant
The 4 filter effluent lines are currently leaking at the penetrations through the concrete wall in the Greensand Water Treatment Plant. Leaking is occurring at the Victaulic couplings and between the pipe and concrete at the wall penetrations. The leaking has become significant and water staff is concerned about failure of the effluent lines. Loss of Greensand would be detrimental, as the City would not have adequate water supply for its citizens during the summer months. The construction of this project must take place during the months of October to May, when the Greensand Water Treatment Plant is not operating due to system demand.
The air gap modifications and/or backwash tank overflow will be explored extensively during the design part of this project. The reason for this component of the project is to eliminate the risk of flooding in the Greensand Water Treatment Plant. In 2013, the Greensand Water Treatment Plant basement was flooded with 9 feet of water. This flooding was caused by electronic failures. With a proper air gap and backwash tank overflow pipe, flooding will be prevented even in the event of electronic failures.
The scaffolding component of this project is to provide accessibility to water plant staff. Currently, majority of the pipes and assets in the Greensand pipe gallery are inaccessible due to the elevation of which they are located. Installing scaffolding will allow water plant staff to access these assets in a safe manner to perform routine maintenance and ensure components of the system are operating as designed. The design for the scaffolding was completed as a separate project in 2016. Since a general contractor will be performing the other work in the Greensand Water Treatment Plant, it will be cost effective and efficient to have the scaffolding constructed during this project as well.

FINANCIAL IMPACT
Sufficient funding was approved in the 2019 Water Activity Enterprise Fund for the Greensand Filter Effluent Line Repair project. The bid from IMEG Corporation is within the budgeted amount.
STAFF RECOMMENDATION
In completing the review and evaluation of this bid, the recommendation of City Staff is to award to the most responsive and responsible bid of IMEG Corporation in the total amount not-to-exceed Five Hundred Eighty-Two Thousand, Six Hundred Seventeen Dollars ($582,617.00).
