PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $420,425.00 for the Colorado Park Enhancement Project; authorizing United Power’s Energy Efficiency Rebates Program as a matching obligation of $9,500.00; authorizing the City’s matching obligation of $334,500.00; and authorizing the City Manager to sign and execute the Grant Agreement

BACKGROUND
Colorado Park is one of the oldest parks within Brighton. New playground, new basketball court, new LED lights for tennis court and basketball court, new off-street parking, new park identification sign, bike rack, and trail through the park connecting to the Colorado Front Range Trail are enhancement features that will be constructed and installed in Colorado Park. The Department has applied for and received Adams County Open Space Active Grant funding for these enhancements.
The total cost for the Project is estimated at $764,425.00. This Adams County Grant Application project is the combination of both this grant request and the City’s matching funds. The approved Adams County Open Space Active Grant funding is $420,425.00 (55% of total) and it will match the City’s cash match of $334,500.00 (44% of total) and a United Power cash match of $9,500.00 (approximately 1% of total). The 2019 Lottery Reserves Fund (Conservation Trust) budget has funds allocated to construct improvements to Colorado Park.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive funds of $420,425.00 that will be used for the Project. United Power will provide a cash match of $9,500.00 through their Energy Efficiency Rebates program. The City has budgeted a match of $334,500.00 in the 2019 Lottery Reserves Fund (Conservation Trust) Budget. The total project is $764,425.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $420,425.00 for the Project; authorizing United Power’s Energy Efficiency Rebates program as a matching obligation of $9,500.00; authorizing the City’s matching obligation of $334,500.00; and authorizing the City Manager to sign and execute the Agreement.
