PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $70,000.00 for the Brighton Parks, Recreation, Trails, and Open Space Master Plan project; authorizing the City’s matching obligation of $100,000.00; and authorizing the City Manager to execute the Grant Agreement.

BACKGROUND
Presently, the City of Brighton Parks and Recreation Department has four documents that make up the Master Plans: Brighton Parks and Recreation Master Plan (October 1999); Brighton Parks and Recreation Master Plan Update (February 2008); Brighton Greenways and Trails Master Plan (July 2004); and Brighton Open Space Plan (August 2001). The documents are nearly 11 to 20 years old. Since 1999, Brighton has more than doubled in both population and square mileage. Much of the content in each of the Master Plans has already been accomplished, or needs to be updated due to the community’s growth. The Parks and Recreation Department has determined that all of the previous Master Plans need to be combined into one document for easier referencing. The City will involve Brighton residents in the Master Planning process. The Master Plan for Brighton will give the City direction on how the Parks, Recreation, Trails, and Open Space will develop in the future.
The total cost for the Project is estimated at $170,000.00. This Adams County Grant Application project is the combination of both this grant request and City’s matching funds. (Note: This Master Plan for the City is considered by Adams County Open Space Grant staff to be a Passive Grant Application, since the Master Plan will not include any construction drawings.) The Adams County Open Space Passive Grant funding is $70,000.00 (41.2% of total) and it will match the City’s cash match of $100,000.00 (58.6% of total). The City has budgeted this cash match in the 2019 Recreation Capital Fund.
FINANCIAL IMPACT
The Grant Agreement with Adams County will allow the City of Brighton to receive $70,000.00 that will be used for the Project. The City has budgeted the match of $100,000.00 in the 2019 Recreation Capital Budget. The total project cost is $170,000.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $70,000.00 for the Brighton Parks, Recreation, Trails, and Open Space Master Plan Project; authorizing the City’s matching obligation of $100,000.00; and authorizing the City Manager to execute the Grant Agreement.
