PURPOSE / BACKGROUND
Based on the direction of City Council at their February 26, 2019 Study Session, City staff is bringing forth a draft letter of support for the evaluation of a designation of E-470 as a Hazardous Materials ("HazMat") route and a draft letter of opposition to the designation.

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
Per the City Attorney, a formal vote will need to occur for the City to issue a letter of support for evaluation of the route or in opposition to the petition required for a potential designation. Either can be done by Resolution and can authorize the Mayor to evidence the position by sending a letter.

SUMMARY OF FINDINGS / STAFF ANALYSIS
City staff has attached its staff reports and presentations from the Study Sessions on December 11, 2018, January 22, 2019, and February 26, 2019 in case further review is desired. Additionally, City staff has provided the materials sent by Adams County Officials in February of 2019.

STAFF RECOMMENDATION
City staff recommends that City Council move forward with a vote on whichever Resolution and accompanying letter it determines best ensures that those they serve are benefited.

OPTIONS FOR COUNCIL CONSIDERATION
The City Council has several options when reviewing this item. City Council may:
* Approve either Resolution as drafted;
* Approve either Resolution with additional or modified language;
* Deny either Resolution;
* Determine that the City does not need to issue ...
