PURPOSE

Requesting City Council approval of a formal bid for the reconstruction of Skeel Street from S. Main Street to Pavilions Place to the most responsive and responsible bidder, and approving the resolution giving the City Manager authority to sign the contract.  Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council. 

BACKGROUND/HISTORY

The purpose of this project is to enhance the connection between Main Street and the Pavilions Market Place for all modes of transportation. The project is to be treated as a beautification project to promote city businesses within the Pavilions Market Place. These improvements to the Skeel Street corridor are to provide a secondary point of access with an aesthetic appeal similar to that of Egbert Street. The improvements will consist of new sidewalk construction, striping and signage for pedestrian crossings, transportation lighting, and associated improvements to complete the construction.

 

Three (3) formal bids were received on September 12, 2019 at 10:00 AM.  The bids were opened and read into the record by the Procurement Specialist at a public bid opening.

 

The three (3) firms submitting bids are:

                                          Technology Constructors, Inc.

                                          Noraa Concrete Construction Corporation

                                          KECI Colorado Inc.

                                          

FINANCIAL IMPACT

Sufficient funding was approved in the budget for the Skeel Street Improvements.  The bid from Norra Cement Construction Corporation of $386,480.20 is within the budgeted amount for the project.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Public Works Department and completing the review and evaluation of this bid, the recommendation is to award to the most responsive and responsible bid to perform the required services of Norra Concrete Construction Corporation., in the amount of Three Hundred Eighty Thousand Four Hundred Eighty Dollars Twenty Cents ($386,480.20). 

 

Noraa Concrete Construction Corporation is in good standing with the State of Colorado.
