PURPOSE
To amend certain sections of Chapter 13 of the City Code regarding water and wastewater rates, fees and charges.

BACKGROUND
Stantec Financial completed a comprehensive water and wastewater rate study to determine appropriate user fees and charges. Stantec presented their results at the August 27, 2019 study session and City Council directed staff to prepare an ordinance to amend the water and wastewater rates and charges and bring the ordinance back to City Council for formal consideration.
FINANCIAL IMPACT
An 8% decrease in water and wastewater rates and charges, except for the Thornton Contract Surcharge which will remain the same. An approximately 21% increase in water plant investment fees and an approximately 63% decrease in wastewater plant investment fees.
STAFF RECOMMENDATION
Approve the ordinance as written to amend water and wastewater user fees and charges effective January 2020.
