PURPOSE
Requesting City Council approval of a formal bid for the Playground Improvements Veterans Park including Poured-in-Place Surfacing to the most responsive and responsible proposal, and approving the resolution giving the City Manager authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council.

BACKGROUND/HISTORY
The project work, situated at Veterans Park, consists of the demolition and removal of the old playground structures and creation of an iconic slide structure and a 2-bay swing set as the main play feature within the designated playground area that includes poured-in-place surfacing, and all other work associated to complete the project, where any items not specifically identified are considered inherent to the work. At the direction of the City Council the playground surfacing related to the project was requoted to conform to the City of Brighton Council’s preferred playground surfacing material.
Five (5) formal sealed proposals were received on October 17, 2019 at 10:00 AM. The proposals were opened and recorded by the Procurement Specialist.
The five (5) firms submitting bids are:

AtoZ Recreation
Rocky Mountain Recreation, Inc.
Play Power LT Farmington, Inc. c/o Recreation Plus
The proposals with engineered wood fiber as the surfacing went to City Council Meeting on November 5, 2019 for approval of AtoZ Recreation in the amount of $149,000.00. The City Council stated at this meeting that all playground surfacing, starting with this Veterans Park Playground and in the future, will be poured-in-place surfacing. The Council also stated that they wanted to have the AtoZ Recreation submit a bid for the presented playground equipment and structures with the poured-in-place surfacing at Veterans Park; and directed the Parks and Recreation Department and Procurement to have AtoZ Recreation submit such bid. AtoZ Recreation provided the City with the bid for the playground equipment and structures, removal of the engineered wood fiber that was stated in the original proposal, and the addition of the poured-in-place surfacing material and installation in the amount of $185,725.00.
FINANCIAL IMPACT
Sufficient funding will be approved in the 2020 Parks and Recreation Capital budget for the Veterans Park Improvements. The bid from AtoZ Recreation of $185,725.00 is within the budgeted amount for the project. A portion of the funding is from an Adams County Open Space Grant in the amount of $101,835.00.
STAFF RECOMMENDATION
The Finance Department, in working with the Parks & Recreation Department and completing the review and evaluation of this bid, recommends the award to the most responsive and responsible bid to perform the required services of AtoZ Recreation, in the amount of One Hundred Eighty Five Thousand Seven Hundred Twenty Five Dollars ($185,725.00).
AtoZ Recreation is in good standing with the State of Colorado.
