PURPOSE
To hear and discuss the issue of amending the city code to allow goat keeping as an accessory use on residential lots.

BACKGROUND
On September 17, 2019, Jennifer Council presented the City Council with a petition to allow her to keep miniature goats on her property. In response, staff brought the issue of urban goat keeping before the City Council as part of the Land Use and Development Code update on September 24, 2019. Council expressed concern about the potential impacts of the goats being kept on residential lots and asked staff to bring the item back to the City Council as a separate issue and for further study.

SUMMARY
Jennifer Tucker, the Small Acreage Agent with the Adams County CSU Extension Office will be presenting information on miniature goats, and urban goat keeping. Additionally, staff has been researching surrounding jurisdictions to provide some context to this type of land use and how other communities are accommodating the new trend. A summary of the research gathered has been attached for reference and will be further presented by staff at the study session meeting. Lastly, staff will provide an overview of how urban goat keeping may be addressed in Brighton's codes and processes, should the council be favorable to doing so.

OPTIONS FOR COUNCIL CONSIDERATION
Staff asks for direction from the City Council on how to address Ms. Council's request to allow miniature goats to be kept on residential properties. Thereafter, staff will proceed as directed by the City Council
