PURPOSE
To consider a draft Resolution directing staff to proceed with drafting a code amendment to allow urban goat keeping within the City of Brighton.

BACKGROUND
On September 17, 2019, Jennifer Council presented the City Council with a petition to allow her to keep miniature goats on her property. In response, staff brought the issue of urban goat keeping before the City Council as part of the Land Use and Development Code update on September 24, 2019. Council expressed concern about the potential impacts of the goats being kept on residential lots and asked staff to bring the item back to the City Council as a separate issue and for further study.
At the January 28, 2020 study session, the City Council heard presentations from staff and the CSU Adams County Extension Office regarding various aspects of allowing residents to keep goats on residential properties. The City Council then requested that a resolution be brought before them at the next regular meeting so that the public may provide additional input on the matter, and for the City Council to provide clear direction on how staff should proceed.
OPTIONS FOR COUNCIL CONSIDERATION
A draft Resolution has been attached which gives direction to the Acting City Manager to draft a code amendment to allow goat keeping on residential properties within the city. If passed, a draft of the regulations would be developed and brought back to a study session meeting at a later date for the Council's input.
