PURPOSE
With the arrival of new City Council members and as a refresher for existing City Council members, the Infrastructure Department/Utilities Division would like to provide information regarding the City’s water rights and water acquisition process. This is a critical component of the City’s overall water system and supports the City’s ability to provide potable drinking water to the community and sustain growth. Important decisions from Council will be required in the coming months and years, and this presentation is intended to provide critical background information, so that informed decisions can be made.

BACKGROUND
The presentation to Council will be made by staff in partnership with Jennifer Ashworth, P.E. of White Sands Water Engineers, Inc. and Brent Bartlett of Fischer, Brown, Bartlett & Gunn, P.C.
Ms. Ashworth and Mr. Bartlett are very highly qualified and have the expertise, experience, and familiarity of the City’s short and long term water needs and have represented the City of Brighton on water-related issues for many years. They have an exceptional and very in-depth knowledge, of the City’s water system and water rights portfolio. They have worked continuously and aggressively over many years with City staff on the City’s water augmentation plans, evaluation of prospective water rights, acquisition of water rights and shares, as well as represented the City in several water related court cases and negotiations, substitute water supply plans, water rights applications, negotiations with objectors throughout the years, and our overall water acquisition and supply planning.
