PURPOSE
This is an informational report for Council regarding financial performance for 2019 and progress on the Council’s Strategic Plan.

BACKGROUND
As per Article 7.3 (D) of the Brighton City Charter, the City Manager must provide Council with an annual report on the finances and administrative activities of the City. The 2019 Annual Report expands upon prior reports by connecting financial performance in 2019 with progress on Council’s strategic initiatives.
In 2018, the City Council adopted a two-year Strategic Plan and Business Plan for the City. The priorities set out in these plans were used to evaluate and set requests in the 2019 City of Brighton Budget. Due to this linkage and Council’s upcoming review of the Strategic and Business Plans, the 2019 Annual Report not only provides a report-out on revenues and expenditures but also highlights key accomplishments in 2019 as they relate to Council’s eight priority areas.
Additionally, staff prepared a 2019 Capital Report to update Council on the budget execution of capital projects and maintenance and to provide an overview of fund performance.
