PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $818,400.00 for the “Aichelman Property - Phase 1 Project”; authorizing the City’s Matching Obligation of $545,600.00; and authorizing the Acting City Manager to sign the grant agreement.

BACKGROUND
In 2019 the Parks and Recreation Department hired Confluent Design to develop a Master Plan with conceptual drawings of the Aichelman Property.
The project will include grant funding from the Adams County Open Space Active Grant, in-kind labor and material from the City of Brighton, and a cash match from the City. The grant funding and Brighton’s cash match will be for:
• construction documents,
• construction of entrance road and parking lot using recycled asphalt with hot mix asphalt overlay,
• undergrounding electrical and lighting,
• section of concrete trail,
• landscape plantings and site amenities.
The in-kind donation from the City will include:
• 3,838 tons of recycled asphalt pavement, and
• labor for landscape plantings.
The stockpiling of the recycled asphalt pavement will occur in late 2020 through 2021. The construction of this project will be in late 2021.
The total cost for the Aichelman Property - Phase 1 Project is estimated at $1,364,000.00. This project is the combination of both this grant request and the City’s matching funds. The Adams County grant funding request of $818,400.00 (60% of total) will match to the City’s cash match of $545,600.00 (40% of total). The 2020 Parks and Recreation Capital Budget has allocated funds in the amount of $400,000.00 to construct this project. The 2021 Parks and Recreation Capital Budget will need to provide an additional $145,600.00 in order to cover this Phase 1 Project of which $96,266.00 is in-kind labor and materials and $49,334.00 is cash match.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive funds of $818,400.00 that will be used for the Project. The City has budgeted a match of $400,000.00 in the 2020 Recreation Capital Budget, and will need to budget a match of $145,600.00 ($96,266.00 in in-kind and $49,334.00 in cash match) in the 2021 Recreation Capital Budget for a total match of $545,600.00. The total project is estimated to be $1,364,000.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $818,400.00 for the Project; authorizing the City’s matching obligation of $545,600.00; and authorizing the Acting City Manager to sign and execute the Agreement.
