PURPOSE
To enter into an Intergovernmental Agreement between the City and Adams County for Animal Shelter/Adoption Center Services (ACASAC)
BACKGROUND
The Brighton Police Department provides animal control services for the City of Brighton.
Community Service Officers respond to service requests related to stray animals and animals
running at large. Animal quarantine, transfers, the care of animals, euthanasia and disposal are
also among the Community Service Officers responsibility as are services including animal
impoundment and sheltering.
In 2017, the animal shelter was closed due to its marginal condition. In an effort to improve service quality to our customers the Brighton Police Department proposed closing the Brighton shelter and the repurposing of job duties by reclassifying Animal Control and Code Enforcement Officers to the new position of Community Service Officer (CSO).
With the closure of the local shelter in the fall of 2017, Community Service Officers began
transporting animals to the ACASAC shelter in November and December 2017.
FINANCIAL IMPACT
In 2019, Community Service Officers dealt with a total of 921 cats, dogs, birds, and other animals collected. During the first 6 months of 2020, CSO's have dealt with 318 animals.
The Adams County Animal Shelter has changed the annual fees from a "Cost per animal structure" to a flat rate fee structure.
The flat rate fee structure is more beneficial to the city as the costs to shelter animals has risen year after year. The billing process and accountability will be less time consuming for the shelter.
ACASAC has calculated estimated costs for the City of Brighton to be $50,564.00 in 2021 and the rate for 2022 to be $51,536.00. These figures are base...
