PURPOSE

To request City Council approval of an Intergovernmental Agreement (IGA) with Urban Drainage and Flood Control District (UDFCD) d/b/a Mile High Flood District for the design of drainage and flood control improvements for the North Outfall at Baseline Road. This outfall will be designed to mitigate flooding in the drainage basin and provide an outfall for future development. The outfall will run from the Preserve Subdivision west to the existing portions of the outfall that have been constructed in the past.

BACKGROUND

The City of Brighton often enters into IGAs with UDFCD for design of storm drainage and flood control improvements. When funding is available, UDFCD also provides financial assistance to the City. Funds are held in a Trust Account until needed for a project. The funding that UDFCD provides is generated by all tax payers in the City of Brighton that reside in Adams County. The North Outfall at Baseline Outfall is the next priority outfall to design. This outfall was conceptually designed in the 2006 Brighton Watershed Tributary to the South Platte Outfall System Plan.

 

FINANCIAL IMPACT

The $498,000 contribution by the City to the Trust Account will come from the 2020 Capital Improvements budget.

 

STAFF RECOMMENDATION

Staff recommends approval of the IGA Amendment No. 20-08.24 to mitigate existing flooding and provide for future development.
