PURPOSE
Requesting City Council approval to move forward with the proposal for project #20-006465 Brighton Wastewater Chemical Feed System for Phosphorous Removal to the most responsive and responsible proposer, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Municipal Code Section 3.08.090, “…All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.”
BACKGROUND/HISTORY
The current Waste Water Treatment Plant permit has phosphorus as a chemical with effluent limitations, along with a compliance schedule to meet those limits. Staff sought a professional Engineer to prepare a preliminary design and prepare a permit for State approval to modify our existing WWTP. The permit is needed to make the changes to meet the new phosphorus limitation. Burns and McDonnell is a firm who has an on-call contract with the City and provided a proposal for these services. Their proposal for a preliminary design and permit application preparation is $54,793.00 and is recommended for approval.

Approval of a Professional Service Agreement with Burns and McDonnell in the amount of $54,793.00 for the preliminary design and permitting of a phosphorus removal facility at the Brighton Waste Water Treatment Plant.
