PURPOSE

The purpose is to review and make a decision on an Intergovernmental Agreement (IGA) with 27J Schools regarding fair contributions for public school sites.

BACKGROUND / DISCUSSION

At City Council’s Study Session on August 11, 2020, staff from 27J Schools presented their projected school enrollment numbers and an overview of how the land dedication and cash-in-lieu of land dedications are administered.  An update on the IGA was provided at the March 30, 2021 joint meeting between the City Council and the 27J Board of Directors. 

 

The intent of this IGA is for both entities to work together on items of mutual concern.  This primarily includes: working together to identify potential public school site locations and requiring developments to provide land dedications for future public schools, or to ensure a cash-in-lieu of land dedication is provided to 27J Schools in the event a land dedication is too small or is not warranted within the development.

 

STAFF RECOMMENDATION

Staff recommends proceeding with approval of the IGA between the City and 27J Schools.

 

CITY COUNCIL OPTIONS

City Council has the following four options, to:

1.)                     Approve the IGA via Resolution as drafted,

2.)                     Approve the IGA via Resolution with any changes deemed necessary,

3.)                     Deny the IGA via Resolution, or

4.)                     Continue the item to be heard at a later date.
