PURPOSE
Requesting City Council approval of formal solicitation for project # 21-006990 Founders Plaza Phase II Construction to the most responsive and responsible bidder, and approving the resolution giving the City Manager, or Designee, authority to sign the contract and enter into an agreement with the Brighton Urban Renewal Authority for repayment of the costs of this project.  Municipal Code Section 3.08.090, “…All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.” 

 

BACKGROUND/HISTORY

Phase 1 of Founders Plaza was completed in 2020.

 

The Parks and Recreation Department staff along with Norris Design (Landscape Architect firm) held a public input meeting at Founders Plaza in order to obtain design input from Brighton residents, Brighton City Council, and City staff.  This on-site meeting was held in late 2020.  Additionally, a public survey was published on the City’s social media accounts.  Norris Design compiled the feedback and began working on Phase 2 documents.  The following items were requested at the meeting and through the survey: 

                     Enhanced colored concrete events area

                     Trellis shelter and covered picnic tables

                     Festoon lighting

                     Additional seating and additional trees for shade

 

In July 2021, the Parks and Recreation Department received a grant from Adams County Open Space in the amount $385,000 for 55% of the total project cost.

 

FINANCIAL IMPACT

Sufficient appropriation exists for the project and BURA will repay the costs as a debt owed to the City. 

 

STAFF RECOMMENDATION

Staff recommends that the City Council approve the request to issue an award Arrow J Landscape & Design Inc. as the lowest most responsive and responsible proposer.
