PURPOSE
Requesting City Council approval for the procurement of 20-006478 Ken Mitchell Cell 1 Gravity Line and Sump Drain Line Design Improvements by awarding a contract to Olsson, Inc., deemed the most responsive and responsible bidder of the two (2) received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-90: "[a]ll materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, most responsive and responsible bidder."

BACKGROUND
Formal Bids were requested from qualified engineers for the design of flow meter structures to be installed on the two existing gravity intake pipelines that run from the City's Ken Mitchell Cell 1 diversion structure on the South Platte River to the Cell 1 reservoir. These proposed water measurement structures will measure water diverted from the South Platte River to the Cell 1 reservoir and are vital to the City's water augmentation system.
