PURPOSE

Requesting City Council’s consideration for the future approval of the procurement of 22-007352 Acoustic Sewer Line Inspection, with the intent to award a contract to RH Borden and Company, LLC, deemed the most responsive and responsible bidder of the three (3) responses received from the posted solicitation. Per City Code Section 3-8-90 “All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

STRATEGIC FOCUS AREA

Financially Responsible

Supportive, Sustainable Infrastructure

BACKGROUND

Acoustic assessments enable wastewater collection system managers to transition from a rotational approach of maintenance to a condition-based approach. 2,950 manholes will be evaluated on condition during this process. This will aid in establishing a plan for rehab of the manholes.

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

STAFF RECOMMENDATION

Staff recommends that the City Council approve at a future meeting the request to issue an award RH Borden and Company, LLC as the lowest, most responsive and responsible proposer.
