PURPOSE
To request City Council approval of an Intergovernmental Agreement (IGA) Amendment with Mile High Flood District for the maintenance of drainage and flood control improvements for City of Brighton South Outfall. The extent of the maintenance under the amendment may be from the terminus of the US Highway 85 culvert crossing to Southern Street. The actual extent of maintenance will depend on the cost of the work. This project will also explore the possibilities to limit access to the culvert under the highway to prevent pedestrians from using it and protect life/safety.

BACKGROUND

In the portion of the outfall channel stated above, substantial erosion, sediment accumulation, vegetative overgrowth and trash/debris accumulation has occurred over the years since it was first constructed. Pedestrians have also begun to use the highway culvert as a means to cross under the highway, store belongings and to congregate. This outfall carries flow from large portions of the City, including Prairie Center which has a large amount of impervious area. The maintenance will ensure life and safety of the public by ensuring that storm runoff is safely conveyed through the City. 

FINANCIAL IMPACT

Sufficient appropriation exists for the project and has been approved in the 2022 capital maintenance budget.

 

STAFF RECOMMENDATION

Staff recommends that the City Council approve the amendment to the original agreement.
