PURPOSE
Requesting City Council’s consideration for the approval of the procurement of 22-007561 Ken Mitchell Cell #3 Pump Station, to award a contract to Burns & McDonnell Engineering Company, INC., deemed the most responsive and responsible bidder of the one (1) received in response to the posted solicitation, and to approve the resolution giving the City Manager, or Designee, authority to sign the contract.  Per City Code Section 3-8-90, “All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND

Ken Mitchell Cell #3 is part of the larger Ken Mitchell Reservoir Complex and is the last reservoir in the complex that needs improvements to become a functional reservoir. Cell #3 was acquired from Ready-Mixed Concrete several years ago as a water storage reservoir. The reservoir already has some improvements that have been completed by others such as the slurry wall liner. The reservoir is currently leased to FRICO until the City is ready for construction of the improvements. The Water storage Decree was filed in 1990 and approved in 2000. The City has also applied for funding opportunities to assist with the future construction. The City applied for grant funding through the Water SMART Drought Resiliency Grant program for funding in 2023. One of the requirements for funding under this grant is that the project be “shovel ready.”

FINANCIAL IMPACT

Sufficient appropriation exists for the project in the 2022 budget.

 

STAFF RECOMMENDATION

Staff recommends that the City Council award the project to Burns and McDonnel in an amount not to exceed $843,916.00.
