PURPOSE
Requesting City Council's approval of the procurement of 22-007749 Brighton Park Irrigation Replacement by awarding a contract to psi Construction Management, Inc., deemed the most responsive and responsible bidder of the two (2) bids received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-90, "All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."

BACKGROUND
City of Brighton Parks Dept. requested proposals to complete installation of a new irrigation system at Brighton Park. This shall include removal of the existing system and installation of the new system according to approved design drawings. Brighton Park is one of the largest and most heavily used parks in the city. The current irrigation was installed almost 30 years ago when the Recreation Center was constructed. For several years now, Parks staff has been heavily invested in repairing and maintaining the irrigation system. We see on average of 8-10 major breaks in our mainline and laterals each summer.
