PURPOSE

To authorize the City of Brighton to enter into a Grant Agreement with Adams County for the Cherry Meadows Park Project and to authorize the City Manager to sign and execute the Grant Agreement.

STRATEGIC FOCUS AREA

Facilities, Amenities, and Open Space

BACKGROUND

The total cost for the “Cherry Meadows Park Project” is estimated at $1,800,000.00.  This project is the combination of both the Adams County grant funding and the City’s matching funds.  The Adams County Active Grant funding is $600,000.00 (33.3% of total project cost) and that matches the City’s cash match of $1,200,000.00 (66.7% of total).  This project is for the construction of Cherry Meadows Park. The Council approved the contractor to design the park on its September 6, 2022, City Council Agenda.  The park design has been completed and is presently going through the Community Development approval process.

Once the attached grant agreement is approved by Resolution and signed by the City Manager for grant funding by Adams County in the amount of $600,000.00, then the estimated total $1,800,000.00 of the project is funded. The City will proceed with bidding and constructing of the Cherry Meadows Park upon approval by City Council of the attached Resolution.

The City Attorney’s Office has reviewed the Agreement and has found it to be acceptable and that the terms are reasonable.  The attached Resolution allows the City of Brighton, through the City Council to enter into the Agreement with Adams County and to allow the City Manager to sign and execute the Grant Agreement

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

Adams County becomes a funding partner through this grant funding, and this allows the City of Brighton to spend less City money needed to construct Cherry Meadows Park.

FINANCIAL IMPACT

The awarded Adams County Open Space Active Grant funds of $600,000.00 will be used for the “Cherry Meadows Park Project”.  This project includes the construction of the park in the Cherry Meadows neighborhood.  The City has a budget match of $1,200,000.00 in the 2023 Recreation Capital Budget.  The estimated total project cost is $1,800,000.00.
