Through: Michael P. Martinez, City Manager

Prepared By: Travis Haines, Director of Parks and Recreation
Date Prepared: June 30, 2023
PURPOSE
A resolution of the City Council of the City of Brighton approving the second amendment to the memorandum of understanding between the Adams County Board of County Commissioners and the City of Brighton for the Adams County Head Start program, and authorizing the City Manager to execute said second amendment on behalf of the City.
BACKGROUND
The Adams County Head Start program is leasing space in the Brighton Learning Resource Center to operate their head start program. This location did not have any specific space for an outdoor playground, which is a requirement of their program, so they entered into an MOU with the City of Brighton in July 2008 for the required space. An area in the northwest corner of Benedict Park was chosen to construct a small playground and a concrete area for children to ride tricycles on. The area is in a non-utilized part of the park and is maintained by the Adams County Head Start program. The original MOU was a 10-year agreement running through 2018 which was extended through Amendment 1 until June 30, 2023. They wish to extend this agreement through June 30, 2028.
FINANCIAL IMPACT
The extension will not have a financial impact on the City of Brighton.
STAFF RECOMMENDATION
Staff recommends that the City Council approve the memorandum of understanding extension with the Adams County Board of County Commissioners for the Adams County Head Start program.
