PURPOSE
Requesting City Council approval of a formal solicitation for the Baseline Road Water Line Design to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND/HISTORY
After completing the comprehensive Water Master Plan, it was determined that a new transmission line connecting the water storage tanks to the core city would provide a great benefit to the City. This new line will add redundancy to the existing system and provide additional distribution capabilities and capacity for future development. The scope of work consists of:

* Plan sets at 60% and 90% design levels to be submitted to the City for review
* Development of a Storm Water Management Plan and ESC plan for the construction
* Construction plan set ready for bid
* Engineers Opinion of Probable Construction Costs
* All applicable survey and potholing along the water line
* All necessary easements, permitting, and legal descriptions
* Monthly progress meetings


An Optional Pre-Bid Conference was held at City Hall on June 28, 2017.

Eight (8) formal bids were received on July 17, 2017 at 10:00 AM. The proposals were received by the Procurement group and then transferred to the Utilities Engineering group for review and ranking.
