PURPOSE
Requesting City Council's consideration for the approval of the procurement of 22-007565 Lutz Reservoir Pump Station Design, to award a contract to JR Engineering, LLC, deemed the most responsive and responsible bidder of the one (1) response received from the posted solicitation and to approve the resolution giving the City Manager, or Designee, authority to sign the contract. Per City Code Section 3-8-90, "All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, most responsive and responsible bidder."

BACKGROUND
Lutz Reservoir was planned as a water storage reservoir to provide non-potable irrigation to Prairie Center. An Agreement was previously brought to City Council on December 7, 2021 (Prairie Center Village V Development Agreement) that requires Prairie Center to deed Lutz Reservoir and the surrounding open space to the City by December 31, 2022. The City will design, construct and operate Lutz Reservoir as a non-potable reservoir to serve commercial development, parks and open spaces. Several improvements have already occurred at Lutz by others including a slurry wall and bank protection measures.
